28th Ottawa Scouts offers programs for boys and girls, young men and women aged 5-17:
- Beaver Scouts Girls and boys 5 to 7 years of age.
- Cub Scouts Girls and boys 8 to 10 years of age.
- Scouts Girls and boys 11 to 13 years of age. (with option to remain until age 16)
- Venturer Scouts Young men and women 14 to 17 years of age.
